Our skills in design, environment, transport, engineering and management combine to provide a powerful resource to clients and challenging projects for staff. ▪ Development Planning We engage with a broad range of development and regeneration projects - ▪ Development Planning: reviewing site potential, preparing transport and environmental impact assessments, flood risk assessments, drainage strategies, community designs, providing inquiry evidence, resolving development briefs/planning obligations. ▪ Transport Solutions: travel time and catchment assessments; traffic engineering; designing access and highway solutions; public transport appraisals; promoting travel plans; shaping home zones; pedestrian and cycle strategies; safety audits. We also work closely with colleagues in Development Transport and Infrastructure to provide an integrated service to clients. ▪ Landscape & Urban Design Our landscape practice, which is registered with the Landscape Institute, consists of 60+ professionals based across our UK offices. We provide project co-ordination and programme management services to regeneration projects and programmes and work with developers, local authorities and urban regeneration agencies involved in complex multiple stakeholder projects at the ‘front end’ stages of projects such as managing the process of taking a site to the market through the preparation of Development Briefs and the selection and appointment of Developer Partners in line with EU (OJEU) procurement regulations. We also manage the preparation of Development Frameworks, Planning Applications and Environmental Impact Assessments. Our team has in-house expertise in producing Outline Business Cases, Greenbook and Economic Appraisals and preparing Delivery Strategies for regeneration initiatives. ▪ Town & City Centre Regeneration Our experienced transport and infrastructure professionals have been a key part of many of the multidisciplinary teams planning and implementing major town and city centre developments. We provide advice on car parking, servicing strategies, accessibility, cycling provision and the impact on the surrounding highway network using sophisticated computer modelling tools like Paramics and VISIM. Compulsory purchase requirements, traffic orders and highway stopping up orders are also key skills which we deploy on many schemes. ▪ Town Planning & Masterplanning We offer a wide range of expertise in all aspects of town planning across all regions in the UK. We carry out the full range of planning services during the development process from delivering initial feasibility studies to acting as expert witnesses at public inquiries. We have advised and negotiated consents through to implementation for a wide range of planning projects including: new communities and urban extensions; complex regeneration of brownfield land; regional frameworks and strategies for urban centres/small towns/specific areas/neighbourhoods/single sites; consents for transport, utilities and community infrastructure; policy and guidance through the complete range of specialist appraisal and assessment to appeals and inquiries. Case Studies Lots Road Power Station, London Lots Road is a benchmark scheme that illustrates how good quality design and urban planning can make the best of limited land resource, responding to the government's agenda on regeneration of industrial land. The mixed-use scheme includes approximately 800 apartments, commercial space and retail outlets for neighbourhood-type shops. Capita Symonds was appointed by Circadian Ltd to produce a transport assessment (TA) and model for the development impact of the project on the local highway network and public transport infrastructure along with providing supporting documents including Environmental Statement, Representations on the Proposed Extension of the Congestion Charge, and a Sustainable and Integrated Transport Strategy. Incorporated within the TA we provided a Green Travel Plan to highlight measures that would comply with the development’s masterplan principle of encouraging sustainable transport. Paradise Project, Liverpool City Centre The Paradise Street Development Area in Liverpool is currently the UK's largest city centre regeneration project outside of London. Capita Symonds has been acting as transport advisor since 2000, when the City Council selected the development team led by our client Grosvenor. The project has been conceived as a comprehensive masterplan for the entire area between the main shopping street Church Street, and the Albert Dock leisure area. The site is traversed by the city's waterfront traffic artery Strand Street, two proposed tram routes, two major bus corridors, and includes the city's busiest bus terminus and shopper car park. Included within the site is a 3000 space car park, a spacious new bus station, and 236,000m² of new mixed use development including shops, hotels, apartments, leisure and restaurants and other commercial uses. In addition the development must incorporate the existing industrial archaeology. A year after the successful outcome of the public inquiry into the Compulsory Purchase and Road Closure Orders, in which Capita Symonds presented transport evidence on behalf of the City Council, over 250 property interests have been acquired and construction is currently underway. Capita Symonds has designed the highway works on the critical path, and our Health & Safety Department is providing overall Planning Supervisor services for the project which is due for completion in 2008.
